Yes she does but maybe not completed yet. Rumor has it 2 geosynchronous IR satellite have been launched but the ground part are completed and the system in place thanks to the Russian help

The Russian government officials said there was cooperation in sharing things like radar processing algorithms for OTH radar. Chinese industry does not need help with electronics part but the Russians have more experience with designing such systems. Russia is also supposed to be helping design Chinese equivalent to Dead Hand system.

That's hella sus lmao. You don't rely on other countries to relay early warning data to you. It may not even be in their best interest to.

I'm pretty sure it just referred to helping China with the LPAR/space based sensor implementation given their experience. China doesn't even need sensors based in Russia for LoW. Space based is the most important part.
