It is an article of faith among the arms-control community that Beijing subscribes to a theory of "minimum means of reprisal" and has long kept its arsenal more or less flat in the range of 240-400 warheads. Yet that is a speculative, dated and unverified figure, and China has spent the last decade embarked on a massive military buildup. Isn't it just possible that Beijing has been building up its nuclear forces, too?

No, its not an article of faith. A massive buildup of nuclear forces always leaves lots of traces. Where are they? and no, china is not engaging in "massive militar buildup" but rather modernizing its military forces which were a authentic museum until some years ago.

Does this guy knows what he is talking about?

He does know what he is talking and what kind of trace do you have in mind?. The Russian did track those missile test and they know what they see so all you have to do is multiply by 3 Presto you got the number

Brocoli stop quoting Jeffrey Lewis he doesn't know better then Yesin. He has no access to Chinese nuclear secret. He thought he is expert but he is not His only knowledge come from 1980 when he collaborate with a chinese scientist who work on the same mothballed plutonium plant in Koko Nur . So his knowledge is just outdated as Yesin. I read his rebuttal but his rebuttal doesn't stick. yesin might be less knowledgeable about Chinese nuclear facility but he does get access to Russian tracking facility

We all know that China can send 3 satellite simultaneously since 1980. Exactly the same technology for MIRV So here is my proof.

Jeffrey Lewis is not even a nuclear scientist or weapon expert. he never work for government intel or defense establishment. In other workd his knowledge come fro open literature and the study he did early in 80's He has his agenda of Non proliferation. Here is his bio

Before coming to CNS, he was the Director of the Nuclear Strategy and Nonproliferation Initiative at the New America Foundation.

Prior to that, Dr. Lewis was Executive Director of the Managing the Atom Project at the Belfer Center for Science and International Affairs, Executive Director of the Association of Professional Schools of International Affairs, a Visiting Fellow at the Center for Strategic and International Studies and a desk officer in the Office of the Undersecretary of Defense for Policy. He is also a Research Scholar at the Center for International and Security Studies at the University of Maryland's School of Public Policy (CISSM).
Education

Dr. Lewis received his Ph.D. in Policy Studies (International Security and Economic Policy) from the University of Maryland and his B.A. in Philosophy and Political Science from Augustana College in Rock Island, Ill.

Im talking about yesin claim that china possess 1600 to 1800 warheads. And lewis has been in china, talking to people. He knows more about china´s nuclear arsenal than you and me.

Because he visit China as a visitor he is automatically a China nuclear expert some logic. He talk to who? tourist guide or Taxi driver. You think the Chinese nuclear scientist will talk to him?. Most likely he talk to Chinese advocate of nuclear non proliferation just an academic. As I said before he is not even expert in nuclear weapon or ever set a foot on government agency.His Ph D is in Politic science that tell it all. He has agenda to drive nuclear disarmament

A brigade of the Second Artillery is currently conducting an isolation and survival exercise in one of the fortifications of the
underground great wall. the exercise simulates a nuclear and bio-chemical attack on the base which has switched to "second strike mode" while being further isolated from the outside. The exercise will last 2 months.
