of course it should. it is a easy political point to score to whine when someone else does something that looks bad, but which you yourself would have done in their place. This is not a fair structured game. you don’t win by holding back from scoring points unless you get something concrete for holding back.
A game the US doesn't seem to understand. It will be no different from how the US thinks it can have nukes while China cannot. Americans are blind that they like to taunt to other countries their power but when the tables are turned, they cry like they're a victim.

Now this is interesting apparently China already testing HGV on ICBM. It will negate US anti missile defense mind you they are not reliable even against conventional ICBM
