Western media is all propaganda.

No. They try to earn a living by selling stories. Like every salesman they have optimized their product for their consumer market. If the consumer market wants a certain spin to stories then the journalist creates that product. Western media is not different from producing noodles in a street kitchen in China.
Propaganda is an intentional information feed that is independent from choices to spend money upon a product.
Western media is not propaganda, but they do propagate certain ideas because these sell for a high profit in comparison to the costs of creating. That might seem slight, but results in a major difference - you are free to buy other news outlets with a different article and information production system - but people do constantly choose different. This does reflect on some degree of bad taste in consumer choices.
