There's no such thing as "China's merchant fleet".

Chinese cargo ships carry merchandise from all over the world, to everywhere in the world. This isn't the age of colonialism, where New World ships carry wealth back to their colonial masters.

As for "dealing a serious blow to the PLAN", the Taiwan strait is a mere 160 km wide. Easily covered by underwater sensors, any hostile sub venturing into the area would not be venturing out.

US subs won't be limited to Tomahawks for long. They are being refitted for Harpoons now, which have a range of >280km.

This puts all Chinese ships, merchant or naval at risk from pretty far away. China seriously needs to be pumping out every ASW platform that exists.

American submarines are an existential threat to China in all forms.

Thats why i always find the notion that the us is willing to risk losing massive number of men and assets to protect taiwan is laughable
Especially that taiwan host no american forces, far away geographically, has no impact to national security and the opposing forces is 100 miles away, technologically on par, armed to the teeth and has escalation dominance
Except the US won’t be doing it just out of the goodness of their hearts, nor would they not get anything worthwhile themselves.

The US would never be willing to loose men to help out someone else for no benefit to itself, sure, of course, but a war with China over Taiwan won’t be without benefit for America would it? Never underestimate how much American blood and treasure American elites are willing to waste to advance their own interests. Destroying China and removing the only viable alternative successful social and government model is well worth American elites sending huge numbers of other people’s sons and daughters to die on the other side of the world for.

The only thing giving them pause is the very real and growing probability that they will loose. Which will be catastrophic for them and may be the sort of thing that sparks the revolution and revolt of the poor that they fear China might inspire on their own shores from its demonstration that there is a better way to run a country and society.

GT editorial, talking about the recent change in US policy regarding contact between government officials and Taiwan. Title says "In response to Us loosening rules for contact with Taiwan, China should respond with countermeasure"

This part stood out, this is talking about possible range of measures to take:

The number of flights and closeness of approach to Taiwan by mainland aircraft could adjusted/increased. Also, it's reasonable to believe PLAAF is fully prepared and ready to send fighters to overfly the island. Once there's an escalation of contact between US and Taiwan this response could be enacted.

Given the semi-official nature of Global Times I say watch this space.

I disagree with you. Even today specialised cargo boats such as containers oil or bulk stuff such as grain/coal are generally listed as merchant ships.
Secondly, fleet describes a group of ships/or aircraft belonging to a singular entity. In this case let's say Cosco which is/was owned by the Chinese govt.

I think the writers were suggesting that the US navy thwarting PLAN to command up to the 2nd island Chain with newer missiles that outrange Chinese missiles.

They might have to be very careful because they might be a very real chance of America getting genocided if they don’t take care of their collapsing nation first and foremost since the combination of pandemic, social, economic and natural disaster along with possible terror attacks are all things that can happen at anytime which given what happened to Texas is a decent prelude as to what is in store if they screw up yet again. Also to add it that they are almost flat out broke right now and printing money isn’t going to help one bit
