The "normal" Olympics which the whole world watches and that the host nation projects its image globally is on Summer.Well, back in 2008, China wanted the spotlight that Summer Olympics affords; today China's goal is much purer. It's about winter sports and hosting WO can promote them in China. China has invested a lot in winter sports facilities in the last decade or so. China couldn't care less about having these western officials attending or not.
