I don't know which possibility is more disturbing -- that the Americans feel entitled to plan such things without consulting us, or that Australia's defence planners and politicians are insane enough to entertain such a provocative proposal. I have never encountered a nation so eager to needlessly and recklessly endanger its own security.

Oh come on, Lethe.

This is a ridiculous statement and is going pretty ideological/political which we do not allow here on SD.

1st, the US has no intention of placing B-1Bs on Australian soil without clear, unequivocal support and agreement from the Australian government. Of course the US is entitled to "plan," and "propose," whatever they wish...but they will not "place," them there without our very good ally's permission.

2nd, "needlessly and recklessly endangering its own security," are your words and your opinion, Lethe. Last I checked, the officials in the Australian government tasked with the decision making and oversight are elected by the people. Clearly, if you or others could convince the people that your assertion were true...and given what you said, it would seem to be an easy thing to point out...then you should be able to elect people who agree with that assertion.

Anyhow, as I have maintained, we will know a lot more about the overall Australian plan and direction after the new Defense White Paper comes out this year.

the underlying problem behind the B-1 controversy:

The Abbott government [...] is still refusing to acknowledge the United States and China are strategic rivals, and that Australia's alliance with the US makes us strategic rivals of China, too. Instead, the government wants us to believe that nothing Australia does as a US ally is directed against the strategic interests of our largest trading partner.

That is why Tony Abbott's swift and scorching response to the B-1 story was so strongly focused on rebutting this aspect of the Pentagon's announcement. He repeatedly insisted the Australia-US alliance "is not directed against anyone".

[....]

Our leaders are in denial about a fundamental shift in our strategic circumstances that is happening in front of their eyes. They have no idea what to do as our major ally tries to draw us into a spiralling strategic rivalry with our most important and powerful regional neighbour. They repeat the mantra that "Australia does not have to choose between America and China" because they have no conception of how to manage such a choice, even as events are forcing it upon them. Nor do they have the courage to explain to Australians what is happening around us.

And while Washington is assuming and expecting that Australia will stand staunchly at its side against China, Canberra is still saying it does not have to choose sides at all. Not surprisingly, therefore, despite the warm public words from both sides, a big rift is opening between Washington and Canberra. That is what we glimpsed in last week's contretemps over the B-1s. It would be interesting to know what they are saying about Abbott in private in Washington now. Nothing very complimentary, you can be sure.

Thanks for that article Lethe.

it is revealing and I tend to agree that the Abbott administration may try and walk a tight rope here, but very may well will end up not being able to have it both ways.

In the future, would you please link to such an article when quoting it here on SD. Can ypou provide the link? I'd like to read the whole thing.

This is the link btw.
I think it was another strategic commentator called Peter Jenning that took a more China-hawk stance. Hugh white has been called quite a few bad names for his more realist take on Australia's position.
China's growth is going to pose hard questions for everyone unfortunately.

All political wrangling, subterfuge, attempts to talk out of both sides of the mouth, etc. aside,,,the upcoming Australian Defense White Paper will say a lot more about what the true future intentions are (or are not), once it comes out and we can read it.

I provided an in-line link (the word 'articulates' in my previous post) but for some reason it isn't automatically highlighted as such. In future I will just post the link outright.

The upcoming White Paper will indeed be interesting in terms of how it addresses China.

Yes, I am a fan of Hugh White. ;)

Japan will participate in the competition to provide the Royal Australian Navy with a new submarine

i4jtAgt.jpg

(Defensa.com) The Security Council of Japan has approved the participation of Japanese companies in the competitive process that will take place in Australia for the selection of a new submarine. Secretary Yoshihide Suga Japanese government confirmed the decision of the Security Council under the important defense cooperation between Australia and Japan. Earlier this month, Australian Defense Minister Kevin Andrews made contact with his Japanese counterpart to encourage Japan to participate in the assessment process.

As we have been reporting on defensa.com, conventionally powered submarine Soryu Japanese construction is preferred by the Royal Australian Navy (RAN), in fact negotiations are developing in a while. In the context of these close relations, Japan would be prepared to allow access to technical information Australia senior submarine Soryu. However, in February the Australian Prime Minister Tony Abbott announced the planned acquisition of the twelve submarines will be held in the framework of or "competitive evaluation process", so the door for other shipbuilding countries participate is open confirming the participation of companies from France and Germany.

The 1000 Australian Sea program aims to replace the six Collins class submarines into service in the RAN for up to twelve new submarines of modern design. Initial plans called for the direct election of the Japanese submarine through an agreement of co-manufacturing in Australia or purchased directly from the manufacturer Mitsubishi Heavy Industries. But the pressure from the opposition to the government and the Australian shipyards forced the government to open a competitive process in which Australian shipyards aim to make the model chosen.

The Australian government announced long ago that he intended to build submarines in Australia, but the public shipyard ASC has been criticized for cost overruns and program delays AWD destroyers. ASC made an assessment of its offer twelve submarines amounting to between 18,000 and 24,000 million dollars, figures that are considered very optimistic. Meanwhile, the bottom line would be the intention of the Executive to privatize the yard and transfer the problems to a foreign industrial group, a role that could fall on any of those who are interested in the submarine program, as the French DCNS, the TKMS German or Swedish Saab by Kockums.
