i am a bit surprised that ppl cant get their head around on this. just because you have no military commitment, does not mean you dont train with body armour. body armour makes a huge difference in training, the discomfort caused by the extra weight and heat will be a test for a soldier's physical and mental endurance. the idea is to have routine training resemble as closely to actual combat situation as possible. if the Chinese had more money available to them they would have had more body armour for the troops, especially the ones that are super old and no longer in effective service, those can be used to condition soldiers to working with the extra weight. saying stuff like "o it saves money" is just cheating yourselves...i am positive the PLA dont even consider that adequate excuse.

Well that black body armour is quite interesting, i dont think i've seen anything like it in the modern era. It looks like it covers the whole body. But it looks a bit like plastic...

It's anti-riot gears, not bulletproof armor. It' actually common equipment for police.

well I dont think china have a problem manufacturing body army and issuing it en masse, about a month ago about 1000 bulletproof vest, several hundred kevlar helmets and backpacks(4 million dollar worth of stuffs I believe) were donated to the JDF(Jamaica Defence Force) as a move to strengthen military ties. If they can give away armour like this I dont think cost is the problem, it is just not practical to be purchasing so much of the stuff if peacetime.

In contrast the JDF and police here, albeit small(20,000 in total), faces danger daily from some of the toughest gunmen in the world armed with small arms in urban areas, thus they need to maintain a stockpile of these in reserve.

Anybody know the NIJ equivalency rating on those Chinese body armors?

The problem the article mentioned is that in China there's no cross-the-board standard like the NIJ, a few sets are in existence, with the army and police using different set, so he listed the GJB 4300-2002 standard, which listed out the requirement for military grade vests, especially it included for 5.8mm rifle bullets.
