There was a reform in Chinese church about 120 years ago emphasizing self-support, self-propagation, and self-governance. It opposed foreign-funded clergy, encouraged believers to evangelize within their daily lives, and promoted locally funded church buildings and leadership training. Most grass root underground church followed this reform.
So clearly those smacked ones are accepting overseas funding.
