This is my thought also. Seems unneccessary to have such a structure.

They can put most of those on other parts of the ship don't you agree?

We don't know what role the step structure will serve, nor if it will definitively be on the real ship.

This is one detail that I think we can all afford to wait patiently on.

There is literally a thread called "PLAN surface combatants 2020" and it was created just over a week ago. Do some manual searching in future please.

As for this chart -- it's good quality as always, by an artist who we've seen before. Whether the future orbat will look exactly like this is another matter, but it's relatively close.

They've got the CVs represented but no LPDs? That makes Type 071 a sad panda.
I wouldn't include those either, being primarily amphibious units. Nor the SSBNs, being used as strategic nuclear deterrent. But I would have included all the SSNs and SSKs and maybe even the Type 022 FACs.

I'd include the subs. Mind you I don't read Chinese. But with davidau saying those images portray 'China naval capability projected to 2020', I would also include the new 903 resupply ships as they along with 071 contribute significantly to the expeditionary warfare component of Chinese Naval Capability.

But that's just me...
