BEIJING, April 29 (Reuters) - Baidu

to grant the car company access to its mapping license for data collection on China's public roads, two people familiar with the matter said.
The deal clears a final regulatory hurdle for Tesla's driver assistance system, which Tesla calls Full Self Driving (FSD), to be offered in China, the sources said.
As part of the deal, Baidu would also provide its lane-level navigation system to Tesla, they said.
The deal was struck recently and comes as Tesla CEO Elon Musk's visit to China and met with Premier Li Qiang. Musk is seeking approvals for the FSD software rollout in China and the permissions to transfer data overseas during his meetings with Chinese officials.
In China, all intelligent driving systems are required to obtain a mapping qualification before they can operate on public roads. Foreign firms need to partner with domestic companies that have obtained the license. Baidu is among a dozen companies that have secured one.
With the mapping service license, Tesla will be permitted to legally operate its FSD software on Chinese roads and its fleets can gather data about the vehicle's surroundings, such as road layouts, traffic signs, and nearby buildings.
It is not immediately clear whether the collected data will belong to Tesla or Baidu.
Baidu and Tesla's partnership dates back to early 2020, with Tesla already using Baidu's navigation map, similar to what's available on smartphones, in its vehicles in China.
On April 20, Baidu held a news conference announcing collaborations with several companies, including Tesla, although the FSD feature was not specifically mentioned.

The scientific research team of the School of Vehicles completed the open road test of China’s first full-stack end-to-end autonomous driving system

Recently, a research team led by Academician Li Keqiang and Professor Li Shengbo of the School of Vehicle Engineering at Tsinghua University completed the first open road test of the country’s first full-stack end-to-end autonomous driving system. Relying on the Che-Road-Cloud integrated intelligent connected driving architecture, the end-to-end autonomous driving system developed by the team covers the full link of "perception-prediction-decision-planning-control". It took the lead in launching urban engineering in January this year. After nearly four months of internal testing, a comprehensive evaluation of various performances was completed. This work has laid a solid foundation for the implementation of high-level autonomous driving systems at L3 and above.

It’s not just the big tech firms that have rapidly caught up. Yesterday, China’s

DeepSeek claims that a single node of 8x

GPUs can achieve more than 50,000 decode tokens per second peak throughput (or 100k prefill in a node with disagg prefill). At the quoted API pricing of output tokens alone, that is $50.4 revenue per node per hour. The cost for an 8xH800 node in China is about $15 an hour, so assuming perfect utilization, DeepSeek can make as much as $35.4 an hour per server, or up to 70%+ gross margins.

Even assuming servers are never perfectly utilized, and batch sizes are lower than peak capability, there is plenty of room for DeepSeek to make money while crushing everyone else’s inference economics. Mixtral, Claude 3 Sonnet, Llama 3, and DBRX were already beating down OpenAI’s GPT-3.5 Turbo, but this is the nail in the coffin.

Even more interesting is the novel architecture DeepSeek has brought to market. They did not copy what Western firms did. There are brand new innovations. Their model has more than 160 experts with 6 routed to per forward pass. 236 billon total parameters with 21 billion active per forward pass. Furthermore, DeepSeek implemented a novel Multi-Head Latent Attention mechanism which they claim has better scaling than other forms of attention while also being more accurate.

These results demonstrate Chinese companies are now competitive as well.

While foreign competition is a challenge for OpenAI, their biggest partner is the one they have to watch out for most.
