One could make a very compelling case that he's one of the lead actors working in the best interests of the US to win the AI war. His own definition of the ultimate goal is the defeat of China in the AI war, so by definition he must lose if China is to win. In that sense, he should not be considered Chinese. Trump is more Chinese than Alexandr Wang, but I won't go into the why of that here since it would be off-topic.
