they don't say who pays for that facility, and how much

I've already heard an EMALS catapult on the Ford can't be repaired without shutting down the rest of those catapults,

now noticed the blogger

Sounds good, but I wonder why they didn't bother making the test facility BEFORE putting the damned elevators on the carrier.

Her cats will be EMALS. Unless the Navy starts ripping her open to lay steam pipes. Besides The President hasn’t made an official order.
I agree with your assessment. It will be cheaper to scrap the whole carrier if the plan is to reconfigure to steam. The die is cast. I remember reading recently that with shipbuilding any redesign while building is a very costly proposition because everything is inter-connected.

Having seen the way Trump operates in the past 2 1/2 years, when he brings up the same issue it means he expects result or else he will step in. The problem with the USN in the past 10-15 years, there had been too many problematic projects like Ford, Zumwalt and the LCS. The leadership is rich in spin and low on corrective delivery. To-date I have yet to see a plan as to whether they can solve a number of issues like :
(1) Electrically isolating the system without having to power down the whole EMAL system;
(2) IIRC, it takes 24 hours just to power down; and
(3) The miserable MTBF (about 500 IIRC) for launches. .
There is no way the Ford is deployable under such conditions. They might as well scrap the carrier. . .

Probably best to move this to the LCS thread as this is a carrier thread.

just gave an example of "stepping in"

actually there's

now it appear the White House, ehm, found the money (for the second FY18 LCS, for about half of a billion) by cutting
100m off F-18 IRST, and 325m "in funding for an aircraft carrier reactor core, which is not needed in FY 2018, and will not impact the overall schedule for making the carrier available for operations"
(plus items below 100m which I generally don't bother posting about):

I am not going to dive in on the politics and the horse trading relating to the budgetary process on how money is being moved around. I am just merely pointing out that with Trump, there is no sacred cow. If he has eyes on the carrier problem, it is best to sort out the issues before he issues an executive order.
I have watched him for years complaining about the China trade issues on Fox news. The takeaway lesson is there is no entity too big that he won't decouple..

dated 30 May 2019: France enhances high-tempo interoperability in Asia with carrier group exercises
Please, Log in or Register to view URLs content!

after they had been without a carrier for almost two years recently I mean what they need is a second porte-avions LOL the text anyway (331 of 654 words):
  • French carrier Charles De Gaulle is conducting a series of high-tempo warfighting drills as part of Mission 'Clemenceau'
  • These exercises are enhancing the service's interoperability with partners, especially those in the Asia-Pacific region
A five-month operational deployment by the French Navy (Marine Nationale) known as Mission 'Clemenceau' has become a platform upon which the service enhances its interoperability with partners across the Asia-Pacific region, especially in high-tempo operations.

The matter was revealed by Rear Admiral Olivier Lebas, Commander of Task Force (TF) 473, during a briefing to reporters onboard the aircraft carrier FNS Charles de Gaulle while it was berthed alongside RSS Singapura - Changi Naval Base on 28 May.

Charles de Gaulle is currently heading the task force that includes the service's Aquitaine-class frigate, FNS Provence , the Modified Georges Leygues-class frigate, FNS Latouche-Tréville , and a Rubis Améthyste-class submarine that was not disclosed. The carrier departed Toulon, France, in March 2019, and the port call in Singapore represents its first visit to city state since 2002.

During its journey towards Singapore, Charles de Gaulle and its strike group achieved a number of firsts for the service, including the most complex iteration of Exercise 'Varuna': an annual bilateral naval exercise between Marine Nationale and the Indian Navy.

The exercise, which was conducted off the coast of Goa, involved a combination of anti-air, anti-submarine, and anti-surface mission scenarios for the first time, said Read Adm Lebas. Besides TF 473, also participating in the exercise was Indian aircraft carrier INS Vikramaditya and its Shishumar (Type 209/1500)-class submarine, INS Shankul .

As TF 473 moved further east towards the Bay of Bengal, the service took part in the first edition of Exercise 'La Perouse', a French-led maritime exercise comprising naval assets from the Royal Australian Navy, the Japan Maritime Self Defense Force (JMSDF), and the US Navy.

At two years before commission, which will occur in late 2020 or early 2021, the John F. Kennedy, the 2nd Ford Class crrier, looks like this:

Ilsand-Landed-03.jpg Ilsand-Landed-04.jpg Ilsand-Landed-02.jpg

I do not believe anyone can show a pic of CV-18 anywhere close to this stage of construction.

JFK was 65% complete structurally two years before launch, and as you see two years before commissioning.

Launch: Late 2019-early 2020
Commission: Late 2020 to early 2021

Anyhow, my expectation from what I have heard (because we have not seen much to date, whereas for CV-16 and CV-17 we saw quite a bit at this stage of construction), is that she is likely 3-4 years away from launch and 4-5 years away fro commission...perhaps longer because they will have to integrate the entire catapult launch at sea into her trials.

Time will tell.
