Egypt doesn't allow foreign bases to be constructed in it's soil, and of course doesn't allow in military to operate from its soil for their interests. Not having a foreign base in Egypt is a core pillar of it's military creed and it's credibility. Allowing a foreign a base is a red line, for the government, military and the people.
And Egypt's criticism for US bases in the middle east is constant and known
The only way Egypt allow foreign military in it's land - excluding exercises of course - is when Egypt had a big loss, and they want to protect their interior and reorganize. An example of that is what happened after1967, they had Russians, North Koreans, and of course Iraqis, Tunisians, Algerians,...etc, so that they protect their interior. And in that time Israel had the ability to fly a helicopter into Egypt south kidnap civilians and return with them and say they were captives.
After they fix themselves, this military reinforcement returns to their nations, just like that.
The only way Egypt will allow a foreign base to be used like the US bases are used, is that they have an existential threat, because of US & Israel nuclear threats, and Egypt need nuclear umbrella, this is a shake up that can change this core pillar in Egypt's government,military and people.
