Don't know, if I were to guess smaller payload, fancier propellant, maybe carbon fiber casing?
You can see the 20km rocket is about the same size as 40km rockets too. As the range get longer the accuracy worsens as it's a function of range, beyond a certain range unguided rockets become worthless.

Just look at the variety of weapons systems mounted in UGV’s at the show to get an idea of what can be mounted here. It has a long, flat, wide deck.
