Russian Navy have a largest tonnage but less operationnal.

Russia's navy has around 300.000 tons worth of active ships. (and by active i mean those which are undergoing refit as well) I did projections for china in 2015 and it came out around 350.000 tons. perhaps today it's ten or twenty thousnad tons less, but not more than that.

Those numbers don't include submarines or minewarfare vessels or transport ships.

Tonnage wise, its USA>China>Russia>Japan.

All Japan destroyer class carry normaly one helo, except Kongo/Hatakaze none and Shirane 3.

But JMSDF have many ASW helo ( about 100 ! ) Atago definitely can carry 2 helo and what others destroyers class could ?

The two Atagos (and The JMSDF is talking about possibly building two more of them I understand it), the two Hyugas, and the two Izumos are the ones that can carry more than one ASW helo.

The Osumis (3 of them) could possibly carry up to two ASW helos, but they are designed for amphibious operations.

Other than that, all of the others are set up for a singe ASW helo.

So, outside of the Osumi vessels, you have (and I took the Shirane out since I am including both Izumos):

Izumo - 14 helos x 2 ships
Hyuga - 09 helos x 2 ships
Atago - 02 helos x (4) ships
Akizuki - 01 helo x 4 ships
Takanami - 01 helo x 5 ships
Murasami - 01 helo x 9 ships
Asigari - 01 helo x 6 ships
Hatsuyuki - 01 helos x 9 ships

That's a total of 41 vessels and 87 helos if they were all embarked at once.
