Rather than focusing on the second 075, I would pay more attention to the modules on the storage yard...

I can see some large square things in pairs, combined having a width similar to the Type 075. The way they are situated next to the 075 suggest a power train for a large ship about the same size.

I will say off my head, that might be the beginnings of a third 075.

Why are they allowing the power train to be exposed to the weather?

The export variant of type 071 LPD for Thailand will be assembled and launched at the same drydock in which the 2nd type 075 is being built.

With so many capital ships built at such a short duration, how are they going to manage the repairs during the mid life of the ships?

It appears there are separate and dedicated shipyards that handle the repairs and refits exclusively.

Example is the Type 051B 167 Shenzhen. This ship is built in Dalian. The refit of the ship is done completely somewhere else.

Its also just like we saw the Type 052C no. 150 being repaired, same shipyard that is doing the refit for the Sovremenny 137 Taizhou, which also has the two stripped Type 054 in that area. That shipyard has also done hull repairs on drydocks or mobile docks on other Type 052C ships.
