Is it me, or the first 055 destroyer is unchanged since the november picture?

Building and launching hulls is all well and good, but unless there is a corresponding increase in capacity to fit-out, trial and commission those ships then an increased construction pace is meaningless, worse even as it means all those completed hulls must spend more time rusting away before being commissioned.

I doubt the PLAN would be so irresponsible as to push out hulls without a concomitant plan to staff and commission these ships before they start rusting

The Navy, probably not, but there could be industrial reasons for the increased pace of construction. It is likely that, going forward, ships will be inducted at an increased rate reflecting the increased construction rate, but such has not yet been demonstrated. A word of caution: don't count your chickens before they hatch.

Well, its one thing to build these Destroyers at a comparatively brisk rate......... but the determining factor as to when these vessels can be commissioned, is down to being able to recruit a large number of personnel to train them up to be able to work on these sophisticated ships!

A ship takes years to build so the personnel department will not be surprised by the sudden appearance of another one.

Having a lot of modern destroyers in service (soon a dozen 052C/052D) should make it easier to train up the crews for new ships. Compared to just a few years ago, the PLAN now has a lot more sailors experienced with modern warships.
