If 054B started construction that soon, maybe they will reduce the order for new batch of 054A? Instead of initially 20 maybe 12 - just speculating.

Do we know if it started construction in the sense that first steel has been cut?
Or started construction in the sense that some prefabricated modules are already getting assembled?

The difference may involve as much as a year of construction time.

Also, if it does involve a different hull, different propulsion and different sensors/systems then construction time alone on a first new ship of a new class might easily be a year longer than for a well run-in business like 054A. On top of that, testing such a newly build design might involve longer time, again possibly a year longer.

Since 055 was built in a batch of 8, then at least there's a high chance that 054B will be built in a decent sized batch initially, and not wait for testing results of a tiny batch, like we saw 15+ years ago with 054.

Thus I don't really expect the first 054B to be commissioned before 2025 or 2026.

Given how quickly they can put together 054As and we know of at least four hulls already in various stages of assembly and post launch, I'd say this timeline makes sense, especially for first steel cut. A new type will necessarily take some more time to test and trouble shoot too.

Yeah, it will use new tech. It was also mentioned it will mount a new 100mm naval gun which is a step up from the 76mm
 
If the next gen FFG is confirmed to use the designation 054B as opposed to 057, would that indicate hull and propulsion are unchanged? In other words, no IEPS and same general size and top speed?

They'll probably use the same hull, but I don't think the designation has any conflict with IEP. It may still be diesel-only though.
