Is there a reason why it would carry less when it could carry more?

Why bother with all this change thing (from 2x2 -> 2x4) when you can have the 2x4 configuration from the start?

I image the PN would want to conduct live fire exercises fairly soon after the ship arrives, so they may have purposefully limited the load to only what is needed for the tests, to save them having to load and unload missile canisters as they would with a full load.

Also the logistics & technical departments need to exercise the reloading procedure of the missiles.

I think it's common for any navy not fully loading their warships during the first run.

One Type 071E, one 054A(#34), one 054AP(#4) were launched together.

a triple launch

reminds me of the years 2010 and 2011 when Type 071 LPD + Type 054A production was a full pace at HP and HD

Type 071E does not look a like "Smaller" version of the Type 071 LPD rather looks like the same size
