Nearly if not, half of the 054A are made in this small and messy place. So is a large fraction of the 056/056A fleet. This also includes much of the Chinese Coast Guard, MSA vessels, government oceanographic vessels, blue water tugboats, SURTASS and other sonar surveillance SWATHs, and so on. This is a remarkably productive place.
Messy place? Don't judge the book by its cover!

Surely you are right, of all the 30 type 054A frigates, 15 vessels were built in Huangpu Shipyard. And now there is the #16, and will be more.

Not much. Looks like they are saving on stuff.

HQ-7 removed; Type 345 radar removed, this is FCR for HQ-7. Type 344 radar retained. This is FCR for 90mm gun which is also retained. Type 360S search radar is retained.

Not sure if the Type 347G/349 radar is changed, the previous one had more of a cone in its dome, this one is similar but the dome is nearly flat (Type 348?). I am a bit confused of matching these radars to their proper type as there are three variations to this FCR, which is cone, cone with flat disk, nearly flat cone, and which one is 347, 348 and 349.

24 missile HHQ-10 launcher installed to replace HQ-7, of which there were 24 missiles. Depends how you look at it, this can be a side grade.

Possible VDS is installed, need another view of the rear in close up and sharper detail.

The decoy launcher is an 8x3, like the 052D, and unlike the 054A, which uses a 6x4.

The ESM and the ECM are upgraded to the same ones used on the final batch of Type 054A. The ECM looks like a variation of the Type 726-3 ECM used on the 052D. The ESM, a Type 751, now appears to have some crown on it, which resembles like it was joined with a Type 726-5 ESM.

A new SATCOM has been added.

what is the purpose of the small parabolic dish on the top of the hanger? It looks like some kind of gunnery director radar.

It is. It has always been there and it serves that purpose for the four H/PJ-13 (AK-630) guns. The dish itself is an inverse cassegrain using twist polarizers.

Same radar if people will notice, is on the side of the hanger door of the Type 055 serving as a helicopter landing radar. From this position on the Type 054, it may also serve as a helicopter landing radar in addition to serving the CIWS. Also used as landing radars on the Type 075, Liaoning and Shandong.

You will also find this FCR on the Type 901 and Type 071, which also uses the same guns for the same purpose. Also used on the Project 956 refits where they replaced the MR123 used for the AK-630s.

Its a common piece with the PLAN.
