Which is the owner, state-owned ? same question for others shipyards all or almost state owned ?

And except i think to Wuhan in the Yangtze ( build SSK, 056 ) exist other shipyards which build only warships as in USA, Russia, France majority do ?

They totally are joint-stock system enterprise.But are the state control .Except Liao Nan shipyard,all has mechant order and almost is export order.

This article here describe the trial and tribulation of incorporating new weapon system into type 52D. No wonder it take so long for the first 52D to get commission.Seem like the weapon system is modernized while retaining the hull size. More than 600 shells fired, a hundred power failure
Revealed on August 30, 2012 at the Shanghai Shipyard Jiangnan Changxing, this seed ship of Type 052D, derived from the class Type 052C which is equipped with an equivalent combat system (estimated) to the American Aegis For the first time of the Chinese Navy, was admitted to active service within the Southern Fleet on 21 March 2014.

The ship is declared fully operational in combat after two years, in 2016 after passing with mentioning the full training evaluation. The crew, who started training in 2013, still had great difficulty controlling the ship.

Starting with NCOs and Engine Room Seamen - These men, who mainly come from other Chinese diesel-powered frigates, took a long time to master the QC280 turbines of local design.

Several dozens of breakdowns, mechanical and electronic, were detected during the sea trips. The team took 6 months to become autonomous and able to solve these technical problems on its own, and proposed a hundred improvements and returns to the manufacturer.

Being the first vessel to acquire the new 130 mm H / PJ-38 gun, the operators of the 172 Kunming weapon system have also struggled to master this gun weighing more than 50 tons, designed to fire at least three Types of ammunition including guided shells.

In total, more than 600 shells were fired and the "new gun" reached the required level, while at the same time improving the firing efficiency by 30% and still maintaining the record pace of continuous fire for this purpose. Model of cannon

The price tag of a 054A frigate seems off. It was estimated by Erickson to be around 350 milliion USD. Applying Henri Ks multplicative factor of 4 would put the 052D at about 1.4 billion USD per unit. This is not that much less than an Arleigh Burke DDG.

The wikipedia page puts the 054A price tag at 1.58 billion CNY ~ 230 million USD. Using that as the lower bound and the same 4x factor, and Erickson's estimate as the upper bound, we could place the price of a 052D unit in the range [$0.92B, $1.4B].

Henri may have mistakenly given the price of the 056As instead, which were said to cost 710 million yuan by pop3. The 100 million euro price for the supposed "054A" translates to 750 million yuan, which is very close to the cost given for 056A.

However, I'm very interested in where he got the price for the 052Ds. 400 million euros is around 3 billion yuan, which is half of the 6 billion yuan figure given by pop3 for the cost of a 055. If his source is correct, a 052D would cost 4x a 056A, and a 055 would cost 2x a 052D. The question is whether a 054A is as expensive as Erickson estimates them to be. If they do cost 350 million USD, then a 052D would only cost 50% more than a 054A, assuming Henri is right. I have doubts about this ratio; a premiere area air-defence destroyer like 052D costing only 50% more than a bread & butter frigate sounds like either the destroyer is far too cheap or the frigate is far too expensive.

Since pop3 already said the original 054 costs 1 billion yuan, the latest 054As, taking into account inflation and electronics + weaponry upgrades, wouldn't surprise me if they cost 2 billion+ yuan. This translates to around 350 million USD so it matches up well with Erickson's estimates. Thus, if anything is wrong with the 052D to 054A ratio, I'd wager it's Henri's source that's wrong. The 052D, IMO, should cost a bit more, enough so that it's at least 2x the cost of a 054A.
