In the off-chance that this is indeed a new carrier (which I sincerely doubt), then it is far likelier to be the CATOBAR 004, possibly nuclear, rather than a third STOBAR carrier.
But Bltizo is right, there is currently insufficient evidence that signals the construction of a carrier at DL.
17 will definitely visit the dock at least once more before commissioning.They might just be keeping the blocks there just in case if any of the two carriers need to come back for repairs.

Pardon, but I cannot see a certain part that could fit to a 003/004 carrier? .... even if I don't know what these strange long structures are, I don't remember similar ones already to be seen.
Or did I miss a certain part?
I think people are talking about the red module at the bottom middle of the picture, which I suppose one could argue looks like an aircraft carrier's island. But obviously it can't be for a new carrier because the island of a carrier are one of the very last parts that are fabricated.
I wonder if this picture was actually taken recently. If it was, I am of course doubtful that it's for a carrier.
