The inscription says "Novi Srpski Tenk Vihor - II" (New Serbian Tank Vihor -II).
The Vihor was a further development of the T-72 based M-84A MBT that was halted after the breakup of Yugoslavia. There are reports that development continued in Croatia for a while, but this photo may just be a hoax.

Maybe it's just a Serb visiting a Chinese tank factory. The Serbians might have gone for foreign help in building the M-2006.

Well, under what circumstance would you visit the tank factory of another nation wearing T-shirt and shorts?

The other two guys look Chinese or at least Asian people. So, the picture might be taken in China. For the script? He can write whatever he wants.

The other two guys look not just like Chinese, they look like main land Chinese given the way they dress. Providing assistance?

Yes picture is from China. He (Vladimir Ivanovic) work on system integration for Al-Khalid and he done some work on China tank (I guess Type 96). He is former Yugoslav and later Serbian tank legend. He is not only top class tank expert (one of best in world for T series tanks) but very good tanker. I saw his "work" in M-84 tank. Amazing! Funny thing is victims of precise "work" was (probably)Pakistani volunteers fighting for Muslims in Bosnia.

I thought most of the trained volunteers for the Bosnians were Iranians (funny, given that the Iranians are Shia and the Bosnians are Sunni)

Is Ivanovic from Serbia proper?

Not really. Machinery workers in Vietnam and Cambodia also wear this way. But the two guys does look like Chinese than Vietnamese.
