The Chassis looks kinda like that on the T-14 Armata. But that gun seems to be higher caliber at a glance. A lot of pieces in the turret look like props though. So, to me at least, it seems to be a mockup turret.
Not props radar.
Object 195 was a post Soviet tank program for there next gen tank. It was one of a number of technology demonstrators.
The Props are part of an attempt at a radar as part of the fire control system. And the gun was said to be a 152mm and to have a monster 30mm coax.
The Russians and their love of Dakka.
The Russians love 152mm guns but it never seems to work out.
The tank clearly though has an influence in the T14 The unmanned turret encapsulated crew and hull shape but T14 is far more conventional in firepower and uses a lower profile radar system thanks to being built in 2014 and not 1990.

Those wings and inlets make me think of the old 1980s TV show with Jay Michael Vincent Ernest Borgnine, Alex Cord and a Bell 222.
There are only two things I can think of its it's either a straight conventional coaxial with wings to increase lift in forward flight or it's a Advancing Blade Concept.
In the case of the later the US looked into it, like many compound concepts in the 70s. The X2 builds off it into Raider and Defiant.
The idea is that a coaxial rotor system can off load at high speeds with an aux propulsion system in place this would enable faster sustained speeds this allowed it to get up to 487 kph using a pair of jet engines mounted on the sides.

"700" in post above is speed, 700 kph. Well beyond current tiltrotors, actually, much less american compound coaxials.
So it definetely is much more unconventional than even its appearence.
