is quoted to say the Russian State Armament Program 2018-2025 includes "the development of a VTOL aircraft for future Russian aircraft carriers"; in the next paragraph he adds "we need such aircraft" ... no more news inside, so

You may skip all dramatics.
It's whole navy equation, i.e.with boomers.
Though in 2030 even this may very well change, let's wait and see.
