Actually could have been a lower level delegation. By flat out rejecting, it really takes the air out of "we should no longer be apologizing blah blah blah". Defeat of Japan, but that was an Imperial Japan which is supposedly a different regime than the modern own today. Actions always speak louder than words.
It was always going to that case. When you have Japanese politicians visiting the war shrine not long after the "apology". It pretty much sums up their attitude. Gotta give the Germans credit, in comparison to the whitewashing Japanese, the German government have truly faced up to their horrible crimes in WW2

Abe could have sent a low level dignitary to at least mark the sacrifice of those who died in the War. The fact that he doesn't even want to do that shows how he really feels about that part of the history.
There's no surprise really, especially when the Japanese government fired up the anti-China rhetoric on all cylinders, there's absolutely no way Abe or any member of the ruling cabinet would come.

Those parades are 100% pure anti-Japanese stunts done every year so I doubt there's any point in sending there Japanese diplomats as it won't do any good for both sides.
It's the same deal when the West boycotted the Moscow parade in May this year, the difference is that the West ain't as vocal about it, but boycott is boycott nonetheless. And at the very least, inviting the ambassador or military attaché is the standard protocol, whether they attend or not that's another matter.
And most importantly, this is the first in the last 70 year that China, be it under the flag of ROC or PRC, that such commemorative parade being held, not to mention in such scale that rivals the order of business that usually reserves for National Day parade.

Taking part in the parade are military from several countries. I saw a mention of Afghanistan, Egypt and Cuba, beside of course Russia. Shen mentioned Mexico. Has someone the list of the participating militaries?

Great quote from Qu Rui, deputy chief of operations for the Chinese military’s general staff. shrugged off the decision by the U.S. and certain other countries not to send high-level delegations. “We respect countries’ choices over whether to come or not, and we will extend our warmest welcome for all foreign troops and delegations that have decided to come,” Maj. Gen. Qu said at the news conference. He later added: “History would not be changed by the attitude of certain countries.”

It's not every year, and hey if Japanese high officials and PMs can visit the Yasukuni Shrine time and again I think we should cut the Chinese some slacks.

...His successor Nagayoshi Matsudaira, who rejected the Tokyo war crimes tribunal's verdicts, enshrined the Class A war criminals in a secret ceremony in 1978.

The details of the enshrinement of war criminals eventually became public in 1979, but there was minimal controversy about the issue for several years.

Critics allege that this rhetoric invokes the same arguments as propaganda created by the wartime regime.

Huh? Every year? PRC holds parades once every 10 years when comes to National day parades like in 1999, 2009. The last parade prior to 1999 was actually back in 1984 for the 35th anniversary. I cant even recall the last time PRC held a victory day parade. This is in stark contrast to Russia, India, Pakistan etc who hold parades every year.

If you ask the Chinese, they'd probably say that China do not enough of that, when almost everyone else do it on annual basic, or once every 5 years, only China do it once every 10 years (which, only became consistent since 1999)...

In Chinese-speaking circles, it was the Taiwanese who first cooked up the notion of "only tyranny organize military parades", but they get their face smacked every year with France's national day parade...LOL

And Victory Day parade? China never held one before, whether you're talking about the ROC or PRC, though I'd go with the notion that it was an "in-your-face" gesture towards Japan this year, alas now they've started one, there's very little excuse to make it an one-time deal from hereon.
