I vote calling it ‘cv 17 shandong’ in quotations in the interim until official designation. That way there is no confusion and ambiguity.
But there's no voting here. Everybody in the last several pages has spoken out against the current status. Only one person is in favor.

Possible - USS Lexington (CV 16) continued as a training carrier for the last 22 years until she was relieved by

, and Lexington was decommissioned and struck on 8 November 1991. And CV 16 Liaoning also work as a training-carrier.
But in my mind this is to much focus to USN.

I suspect the numbers before are reserved for new ships. Remember,

The pennant number of the the PLA destroyers are divided for the three fleets. 105 to 130 are ships of the North Sea Fleet. 131 to 159 are ships of the East Sea Fleet. 160 to 199 are ships of the South Sea Fleet. In the case of Type 052C, it happened to be that the South Sea Fleet received 170 Lanzhou and 171 Haikou first and then the East Sea Fleet got the rest.

In the same system:
Liaoning starts with "16" and is not part of a fleet (training carrier, directly subordinated to PLAN headquarter),
other carriers could become part of three Fleets
- for example, 01 to 05 / 06 to 10 / and 11 to 15 could become part of North Sea, East Sea and South Sea Fleet.

Too close a formation those behemoth is not easy to steer.But I guess the illustrator want to capture 3 carriers at the same time

It's only me or the island of CV-18 is pretty different from CV-16 on that picture?

If we got this from Institute 701, than it's a good sign

That Island on the CV-18 looks like the one found at the famous naval testing site of the carrier mock-up and the type 055
