The “Joint Teaching - 2012 Queshan” joint drill will be held in mid-June at the Queshan Combined Tactics Training Base of the Jinan Military Area Command (MAC) of the Chinese People’s Liberation Army (PLA). 18 academies of the PLA will conduct joint teaching and joint drill with the combat troops in the form of actual-troop drill for the first time. This also marks the first substantial step of the PLA academies’ reform in education and training towards joint teaching and joint training.

The “Joint Teaching – 2012 Queshan” is a tactical educational drill. The 18 military academies to participate in the drill are the PLA Shijiazhuang Army Command College, the PLA National Defense Information Institute, the PLA Nanjing Institute of Politics, the PLA Logistics College, the PLA Equipment College, the PLA Navy Command College, the PLA Air Force Command College, the PLA Second Artillery Force Command College, the PLA Nanjing Artillery Institute, the PLA Shenyang Artillery Institute, the PLA Armored Force Academy, the PLA Engineer Academy, the PLA Chemical Defense College, the PLA Electronic Engineering Academy, the PLA Army Aviation Academy, the PLA Ordnance Engineering College, the PLA Shijiazhuang Mechanized Infantry Institute and the PLA Air Defense Institute. The combat troop unit to participate in the drill is a mechanized infantry brigade under the Jinan MAC of the PLA.

The “joint teaching and joint training” means that military academy cultivates military talents together with other academies, combat troop units, training bases, scientific research institutions and other units in the form of joint training and joint support, etc.

The second China-U.S. Strategic Security Dialogue, under the strategic framework of the fourth China-U.S. Strategic and Economic Dialogue, was held in Beijing on Wednesday, according to a press release issued by the Chinese Foreign Ministry.

Chinese Vice Foreign Minister Zhang Zhijun and U.S. Deputy Secretary of State William Burns co-chaired the dialogue, said the release, which noted that the two sides had an in-depth exchange of views on issues of strategic and comprehensive security, deepening mutual understanding.

The two sides agreed to continue to develop the Strategic Security Dialogue mechanism, and let it play a greater role in enhancing bilateral strategic mutual trust.

Ma Xiaotian, deputy chief of the general staff of the Chinese People's Liberation Army; Chinese Ambassador to the United States Zhang Yesui; U.S. Acting Under-secretary of Defense James Miller; and U.S. Commander-in-chief of Pacific Command Samuel J. Locklear attended the event.

State Councilor and Defense Minister Liang Guanglie will pay an official visit to the United States from Friday to May 10, the Defense Ministry said on Wednesday.

It is the first high-level military exchange between the two countries since relations were hurt by the US' plan to sell arms to Taiwan last year.

During the visit, Liang will meet with US state and military leaders, and hold talks as well as a joint news conference with US Defense Secretary Leon Panetta, the Defense Ministry's Foreign Affairs Office said in a news release.

Liang will also visit the US Southern Command, Fort Benning, Naval Base San Diego, the 4th Fighter Wing of the US Air Force, the II Marine Expeditionary Force of the US Marine Corps and the US Military Academy at West Point.

Liang said in the news release that he is looking forward to the visit, which aims to implement the consensus of the two countries' leaders on building a cooperative partnership of mutual respect and benefit.

The visit is also expected to enhance mutual understanding and trust, promote cooperation and push forward the healthy and stable development of bilateral ties as well as military ties, he said.

Liang on Wednesday met the visiting US acting Undersecretary of Defense for Policy James Miller, a member of US delegation in Beijing for the fourth round of the US-China Strategic and Economic Dialogue.

The US would like to work with China for the common interest of security and healthy bilateral military ties, an important part of China-US relations, Miller said.

The overall China-US relationship has maintained good momentum, while the military ties face a new development opportunity, Liang said. "Both sides need to expand common interests and resolve differences."

However, the US arms sale to Taiwan, an inalienable part of China, remains the biggest obstacle to normal military-to-military exchanges.

In 2010, China canceled military dialogue with the US after the Obama administration announced plans to sell $6.4 billion worth of arms to Taiwan, including Patriot air defense missiles and Blackhawk helicopters.

China-US military relations have warmed since 2011 through increased exchanges and cooperation. Former US defense secretary Robert Gates and Chairman of the Joint Chiefs of Staff Mike Mullen visited China in 2011, while Chief of the General Staff of the People's Liberation Army Chen Bingde visited the US in May 2011.

However, the ties were disrupted again when Washington said in September it would sell $5.85 billion in military hardware to Taiwan.

Beijing repeatedly asserted that the sale severely violates the three Sino-US joint communiques, particularly the principles specified in the Aug 17 Communique, in which the US agreed to gradually reduce its arms sales to Taiwan.

The military ties between China and the US are important for overall bilateral relations and the regional situation, said Ni Feng, deputy director of the Institute of American Studies at the Chinese Academy of Social Sciences. "Even they are not as mature as the economic and political ties between the two countries, but they've been much more normal than before."

With the approval of the General Staff Headquarters (GSH) and the General Logistics Department (GLD) of the Chinese People's Liberation Army (PLA), the Chinese Air Force and the Second Artillery Force of the PLA are scheduled to change to the 07-style urban and jungle camouflage combat-and-training uniforms in May 2012.

The person in charge of the Quartermaster, Materials and POL Department under the GLD stated the 07-style urban and jungle camouflage combat-and-training uniforms include three categories: the summer and winter combat-and-training uniforms as well as combat-and-training overcoat.

After the change, the patterns of the urban camouflage uniforms will become more blended and integrated into the airport position that the Air Force combat training mainly relies on, and so will the patterns of the jungle camouflage uniform do into the densely vegetation-covered mountain environments that the Second Artillery Force mostly relies on, greatly improving the camouflage and protection functions. Meanwhile, the patterns of the new camouflage uniforms also bring more prominent characteristics to the services and are conducive to the commanding of joint operation and troop management.

According to the video, basicly Gen. Liang is not impressed with the AAV7's (and another amphibious IFV I didn't get a good look to identify) specs, but one of his staff advise him to notice the "sheer advantage" for the SAW the US marine operates.

And of course the biggest eye catcher is the V-22, PLA currently can only sore about it for no equal (or similar) class of vehicle in hand.

The Shenyang Military Area Command (MAC) of the Chinese People’s Liberation Army (PLA) recently organized an actual-troop and live-ammunition drill featuring night offensive operation in a mountains on a drill ground in western part of Liaoning province, in a bid to accelerate generation of night-fighting capability of the troop units.

According to Zong Zhiyong, deputy director of the Military Training and Arms Department under the Shenyang MAC, the drill is a test and display of the achievements in night training that have been made since the beginning of the year.

It is learned that the Shenyang MAC has focused on resolving four difficulties in night training such as the night march, attack, anti-enemy-reconnaissance and anti-enemy-surveillance and guard service since the beginning of the year, forming a complete set of actual-combat capability system together with previous actual-combat training in winter and in mountains.

China’s first national key laboratory on laser propulsion and application established

The first national key laboratory on laser propulsion and application of China was officially established on May 7, 2012 at the Beijing Equipment Institute, marking that China has taken a solid step in exploring the research on new-type high-efficiency aviation and aerospace propulsion technology.

Zou Peng, president of the Beijing Equipment Institute, said: “The national key laboratory on laser propulsion and application, which was constructed by the Ministry of Science and Technology and relies on the Beijing Equipment Institute and the No.31 Research Institute of China Aerospace Science and Industry Corporation, is the first laboratory in China devoted to the intersection field of laser and aviation and aerospace.”

According to the briefing, the laboratory owns three scientific and technological innovation teams composed of Academicians from the Chinese Academy of Sciences, scientific and technological leading talents as well as young and middle-aged academic experts. It mainly conducts researches in application basis of laser propulsion, plasma flow control and propulsion technology and flow field diagnosis and status monitoring for flight vehicles and power units, etc.

It is learnt from the Admission Office of the Chinese People’s Liberation Army (PLA) that the enrollment of military academies and national defense students has launched in full swing with a projected quota of nearly 30,000 students.

More than 15,000 high school graduates and nearly 6,000 active service soldiers will be enrolled by 40 military academies, while more than 8,000 students will be enrolled as national defense students for 86 contracting colleges and universities.

The 2012 enrollment of military academies focuses on cultivating military commanding and technical professionals with distinct military characteristics while military-civilian general technical majors are for national defense students.

According to the requirements of military posts, military academies and national defense students mainly involve fresh graduates majored in science from ordinary high schools, among which male students account for 97 percent.
