On 20 July China has commissioned an ocean going salvage tug " The North Towboat 739".
The flag presentation ceremony was held at a naval port in Qingdao, Shandong.

That sounds like: The Russian navy will aspire to belong to the second rank navies after first rank navies USN and PLAN.

Wonder if they're talking about by vessel count or tonnage, or a more abstract quality like firepower.
Probably by tonnage, as China is almost certainly going to have more total ships than the US in 2030, but tonnage-wise will still be significantly behind, especially once you realize that each 100,000 ton Ford/Nimitz carrier is 67 056s, 25 054As, 14 052Ds, or 8 055s. Right now 5 or 6 carriers alone would cover the tonnage of the entire PLAN surface combatant force.

But then again even if by tonnage, I think this Russian claim is hopelessly ridiculous unless Russia is willing to spend 20% of its annual GDP again like back in the day, or the price of oil goes through the roof.

In proportion / % the more big increase since 2000 about is for South Korean Navy.

I'm curious what the official translation would be, my off-handed is:

"Russia won't allow its Navy to be significantly surpassed by naval forces of other countries, and will aim at securing the second biggest [naval] combat capabilities [in the world]."

Military power needs support from economy to be sustainable, if Russia's economy can grow to the 2nd largest in 2030, I'd say everything is possible, but, that is a big IF for Russia.

One thing I like China is that although her military force is developing very fast in last decade, her focus has never switched away from economy development, she is always looking opportunities to develop economy, typical example is One Belt One Road Initiative, it is huge.

Russia plain lacks the shipbuilding capacities to even maintain the status quo. They are hopeless behind anyone in that game.
