Japan wants to slash billions it pays to support US bases
As Japan shoulders more of its own defence, it aims to reduce payments to US by billions of yen

Japan has informed the United States that it wants to cut billions of yen from the amount it pays for US military facilities and personnel in Japan.

A report in the Mainichi Shimbun said Tokyo has told Washington that as new security legislation has been passed recently and Japan will be doing more to ensure its own defence, it is appropriate that Tokyo pays less for American troops and facilities based here under the 2016 budget...... snip

I haven't found this news anywhere in Japan. Basically a news a big as this would have been taken up by all news agencies.

As for maiden flight of the ATD-X, it looks as if they pushed back the schedule to January next year at earliest. The reason for postponement is to make some more improvement to the engine.

interesting, SCMP article is very detailed, and SCMP is of course very well respected, unlikely to be fake.
why do you think the story is not covered in japan? what do average japanese feel about these payments?

Well I did some further digging and I found the news posted at on the house of representative bulletin board. The actual story is as a DEMOCRACY the Omoiyari budget is reviewed every five years and this year just happens to be that year.
Looks as if SCMP was trying to make a mountain out of a anthill.

Wait, I don't understand, what does being a democracy have to do with a budget being reviewed? Is the suggestion that entities which are not democracies do not have budget reviews?

That can only happen in a democracy to my knowledge.

Phew, for a moment there I thought you were saying the idea of regular budget reviews and debate surrounding budgets of controversial topics were somehow only present in democracies. Boy, that would've been a difficult generalization to make and defend. I see what you really mean is debate and budget review under the form of democratic political system which Japan has -- though the answer is quite clear regardless of the elucidation regarding the method in which the budget review is being undertaken.

I hope you can appreciate the confusion, because the emphasis on the word democracy made it seem like it was an important part of your answer to Shen's question.

So in other words, this is just the five yearly budget review regarding the matter, which SCMP then exaggerated for its own purposes.
