China's SWAT had been wearing similar combat uniforms for many years now. It can be seen worn by a SWAT instructor from Changsha @3:20 and @8:00
Good find! However it’s more understandable that SWAT would get non standard equipment since they are funded by the provincial government/city government individually. The rich ones can just equip the western gears if available.
If you look at the insignia in the pic, it seems to be the PLA ground force which is a bigger deal imo

That shirt is pattered after a western combat shirt. Its designed for wear under body armor for extended periods well offering reduced chafing by eliminating buttons on the chest, increased air flow and ventilation by using a material akin to that used in athletic apparel. well still having camoflauge on exposed portions of the torso and arms. And Utility of pockets.
Western military versions are also fire resistant with high melting materials to prevent secondary burning as much of the commercial grade athletic apparel melts in fire and can cause extreme burns.

These inserts are enhanced with small amounts of graphene additives to increase fibre strength, elasticity and impact resistance, increasing protection from pistol rounds to 7.62 mm x 39 mm rifle rounds, able to sustain multiple hits. Unlike ceramic/steel plates used in high level protection body armor, these inserts are much lighter in weight.

Top photo has been around since at least 2015 and shows a civilian with Huntec body armor.
