Groin plate missing! Also, I wonder if the regular PLA (Army, Marines, Sailors, and Airborne forces) would receive these top-notch body armors.

Groin plates really unnecessary in most operational needs. It's intended to protect the femoral artery more than anything else. It's a higher risk for forces in a military environments vs PAP.

No, this is the Tibetan Public Security Special Recon Unit, different leadership from PAP and different source of budget.

Are you sure it's under a different branch? That rank patch is PAP.

This was a picture before the reform (some border guard, firemen etc. are now considered officers not PAP) and the TIbet special recon unit no long exists. I'm still confused about what leads what, but this was said by the original poster on Weibo, who is a credible source. Either way this picture is old and it's not a new camo for PAP or something like that.

Interesting helmet-mounted cameras... They don't appear to be mounted on rails.

Looks like they are using the Velcro. Not sure how wound that is. Unless the shell was modified with the helmet bolted through.

I thought so too, that and the camera might be lighter than it looks.
