Helicopters can only fly at around 20 thousand feet altitude at speed, while only around 10-15 thousand feet altitude when being stationary (hovering).

The balloon was floating at 60 thousand feet. So even if she gets the best and most powerful sniper rifle in the world, it would still be impossible for her to hit it.
