The media here is completely conservative who takes their orders from American think tanks. The think tanks here all have scholars that goes to American conferences. All the campaign managers are Americans or those who worked on American campaigns. Qatar breeders learn Sichuan dialect to talk to giant pandas

Qatar breeders learn the Sichuan dialect, the dialect of the pandas' hometown, for giant pandas living in there in order to better communicate with them. The pair, who were sent to Qatar to celebrate the Qatar 2022 FIFA World Cup, are the first giant pandas in the Middle East.
Gao Yongsi, curator of the Great Panda House in Qatar, said she now communicates with the pandas in Mandarin and English. "I'm learning the Sichuan dialect, and I hope I can teach the two pandas a few words of Arabic," she said.
Giant pandas Sihai and Jingjing will stay in Qatar for 15 years to celebrate the Qatar 2022 FIFA World Cup. Qatar has specially built a 120,000 square meter panda house to welcome the first pair of giant pandas in the Middle East.
The zoo airlifts 1,000 kilograms of bamboo from the giant pandas' hometown, Southwest China's Sichuan Province every week and keeps the temperature and humidity in the facility in line with their habitat. Besides, the zoo will prepare soccer toys for the pandas to celebrate the sports festival during the Qatar 2022 FIFA World Cup held every four years.

Some of that gas is apparently payment in kind for stadium and all that infrastructure China built for Qatar for world cup.
I cannot think of a better advertisement both for infrastructure export as well as payment in kind thing - you want things done but don't have the expertise China can sort it out for you, and you can pay in resources too, as seen on TV.
