Nah, China's urbanization has a ways to go. ~23% of employment in China is still agricultural employment.

Not really, many of these farmers are middle age or elderly that would stay in rural area until they died. Most of the third tier, forth tier and fifth tier cities in China have ample of space to accommodate more people. Majority of these cities only need to build modest amount of apartment and infrastructure. It is just the first and second tier cities that would need more and substantial development.
