Considering its weight, I guess -10dB is necessary for any practical applications. Some reports mentioned F-35 has -30dB material but I wonder if it’s true.

The -1dB to -4dB is for P L bands, meter wave radar from 0.4 to 2 GHz. These radars are specifically designed to defeat stealthy objects. They look like this

F-35's RAM is to defeat X band 8 to 12 GHz.

The basic of radio wave is that the higher frequency it goes the more severe of attenuation, in other words easier to absorb (lower dB).

I’m sure those reports about F35 were talking about UHF band (although I don’t fully believe them).

This band (400M-2G) is not necessarily such big antenna except in its low end, in fact cellphones also work here.
