Wealthy people are usually attracted to status symbols which includes getting a western education.
Tier 1 Chinese schools are comparable in quality to western schools. What the domestic education system need to work on is branding and marketing.

The "independent thinking" is more of a marketing ploy when you take into account all the propaganda being pushed in western universities and mainstream media lol..

Eh I'm quite skeptical about that article (also from scmp).

With that said it was actually a thing a decade or two ago, but nowadays a lot more emphasis is placed on Chinese universities (no doubt that are definitely rich people in China pushing their kids for foreign unis still though).

Its the English. Elite Chinese schools are probably some of the best in the world but their English education/educators suck, that's why we need to import alot of these low level English graduates to teach in China.
 
China's wealthy probably value the safety of their kids/parents more.

I thought it was because kids from wealthy families don't study hard enough to get high enough scores in the college entrance examination.

Every family is different. The ones that think "western education is better" is doing it because they see it as a status symbol. While others might just be bad students who have failed the gaokao.

Anecdotally, one of my relatives studied in Germany. His family is middle class, not rich. Reason is because he could get a higher salary(in China) with a foreign degree. It was a few years ago. Not sure how the job market is now..
