Was Carrie Lam that bad? She seems to be hated by both sides? My opinion is that she let the protesters/rioters a chance to walk away especially with the compromise with shelving the extradition treaty. On the other hand, she also allowed the rioters to go crazy which opened the scenario for the hk/central gov to wipe out the movement and pass the NSL. It seem more of a strategic more than a accidental move now that we know the final play.
Ahh I see. Thanks for shedding light into Regina's chameleon like or shall we say late blooming sense of righteous indignation to the now defunct Hong Kong riot movement. If what you wrote is true, then it means Regina embodies the typical traits we call find in many western leaning countries that practice democracy, and that is "political opportunists." They raise their finger to feel where the wind is blowing and then stake their positions.
The masterstroke of NSL is by the central government. It has nothing to do with Carrie Lam. If it is up to Carrie Lam, then she would offer more concessions but the central government told her to make a stand. The central government only allowed Carrie Lam to shelve the Extradition act to appease the rioters. When the rioters rejected the offer and demanded 5 not 1 less, any peaceful resolution has failed.
The biggest issue is that many pro-Beijing politicians remain silence and never speak out against the riot. More importantly, a few politicians including Carrie Lam were considered to meet the demand of rioters to set up a grand trial to inquire and prosecute the Hong Kong police force. As the Hong Kong police force is the last line of defend, I really think the central government has lost faith in Carrie Lam and many local politicians for advocate such concession.
When the central government came out strongly against the move to throw the HKPF under the bus, it has probably saved Hong Kong from total destruction. When the new police commissioner Chris Tang took office in late 2019, he was able to restore the HKPF moral and crack down on the rioters which basically end the most chaos period of the color revolution. NSL is the masterstroke from the central government that really caught the oppositions off guard and end the color revolution.

Just look at how much money she has burned in recent months to no avail. Had she bit the bullet and enforced a hard snap lockdown weeks ago then we wouldn't be in this situation.
It seems that this lady hasn't learned anything at all from her experience from the upheaval and chaos brought about by her own half-hearted approach during the Hong Kong riot.
I don't really think she was passed over consideration by the Central Government or anything she said or did not say during the riot. She was very vocal in expressing her opposition to the riot and fearlessly attacked the opposition figures like Martin Lee in the Legislative assembly. During her days when she was in charge of security, she wanted to introduce article 23 by was thwarted by many. The problem holding her back is that she was regarded as somewhat aloof, hawkish and uncompromising in her stance.
Regina Ip has two prior attempts 2012 and 2017 to enter the race for Chief Executive. Both times she didn't get enough votes to qualify or the central government's blessing.
In early days of the riot and at near the end of the riot, Regina Ip has been outspoken. However, only Leung Chun Ying and Junius Ho went all out to fight against the rioters even at the most vulnerable time. Most pro-Beijing politicians were simply disappearance from the media. Regina Ip is better most of them. But I am somewhat disappoint that a few members of her party have sided with the oppositions. I guess Regina Ip as a former high ranking official from the colonial years that have strong contacts with many tycoons and bureaucrats like Carrie Lam. Can she be trusted?

No wonder Democrats and Republicans love the Hong Kong rioters. They all believe in hating people just for being Chinese.
