It's very similar to the MultiCam pattern trialed by the Army a few years ago. It appears the Army chose the Starry Sky instead, and the MultiCam was further refined and then passed onto the PAP:

The PAP OCP Or Multicam seem to look very different comparing it to the ocp and multicam.

We covered this before, US Multicam can be divided into generations. The first generation is scorpion this was what was seen on the US Objective force warrior suits and in the first Transformers movie. The pattern is the Product of a joint between Natick Soldier systems center and Crye Associates. It isn’t adopted by the Army it’s 2002 in about 2004 the US adopted UCP and Crye precision modified the pattern a bit more and commercially launched Multicam.
About 2007 the Army is suffering buyers regret and back on the market US Socom has been using Multicam and it’s been used by allied and potential adversary forces in small numbers. The Army went back to it in 08. But they modified it again taking Multicam and changing the dyes and colors. The new dyes are used to alter the way the color works vs Near Infrared spectrum night vision.
The US army issues that as an interim solution Naming it Operation enduring freedom Camouflage Pattern or OCP well it works on a more ambitious solution a bookend set with woodland, Transistional and arid patterns. A number of commercial sets are offered including from Crye precision. Crye wins the bid the army offers to buy… BUY Multicam out of Crye which Crye feels is worth more than the DOD offer and in 2015, Natick and the Army produce Scorpion W2 which becomes the second generation of OCP now rechristened Operational Camouflage Pattern. Scorpion uses the older Joint Army/Crye pattern as it’s patent so it is and is not a knockoff of Multicam. It is as it was modified to use the OCP dyes. It is not as the pattern set is different and much more simplified vs commercial Multicam and is a direct predecessor of it.
iby about 2013 we start seeing Chinese Multicam derivatives. The first come out more Pink. It’s more salmon colored. This is used on cheap airsoft gear for milsim. In 2015 he have the Victory day parade with a farther iteration of the Sino-Multicam. This set is made on type 07 uniforms had much less pink and more a washed out appearance. The colors are lighter and more tan dominate. Even possibly when compared to unmodified Multicam. Frankly I don’t think it worked very well. It was fine for a parade but with the colors of the 2015 parade so close it blended into a light khaki. it happened to UCP as well if you have two or more colors of similar shades on top of each other the contrast or lack there in causes them to blend together this weakens the effectiveness of the pattern causing it to look like it’s washed out or a solid color.
So we don’t see it adopted in a serious manner and so in 2019 parade we see Stary night.
The PAP set has more contrast but not as dark or as rich as OCP farther they reoriented from vertical to horizontal.
