It is a second generation ATGM and is on the way out.
HJ-8 along with HJ-73 still has roles to serve. They are perfectly capable of taking out fortifications and stuff. But from what i see, with the introduction of HJ-10 and 12, PLA move closer to Western school of anti tank warfare rather than Russians who try to brute force through everything.

Not all units will straightaway get the latest. The obsolete models will continue to serve in many units particularly the second line and reserve force.
Until they expanded all the stockpiles in the ammo.
