Wouldn't the new tripod/Mengshi mounted ATGM make more sense at the battalion level? (HJ-16)

Given HJ-10 is brigade level.

HJ-12 would in turn make more sense at company level.
Infantry engagement range is usually within 400m to a few meters in a close terrain. You don't need atgm with a range of 4km at company level.
Moreover missiles have to go through an initialization phase and it short range accuracy are usually lower.

When ops requires, the ATGM platoon can go on a dismounted Manpad role and tag along with the coy Movement To Contact.

Hence ATGM at battalion level should be light enough to be man portable. Readily able to switch to supporting company.

The rationale of putting HJ-12s at battalion level is not unreasonable per se, it's more that we expect the PLA to adopt the HJ-16 as well which sits between HJ-10 and HJ-12 in capability.
Given HJ-10 sits at brigade level, the next slot down for HJ-16s would be battalion, in turn leaving HJ-12 for company.

Export is Red Arrow 12, while I believe the PLA designation is HJ12. You can literally Google this info.
Oh, didn't realize it was the HJ-12. My bad.

Also, what's the HJ-16 you guys are talking about? I couldn't find anything online.

I don't think a platoon level vehicle mounted ATGM is necessarily "lighter" than a battalion level infantry portable ATGM. The emphasis here is different application of portable and mounted missiles thus they are not like 155mm artillery comparing to 122mm but rather they are two weapon system of different roles meant to complement each other.
