This is where the non-interference of China should perhaps be revisited or be revised to at least protect the government of it's closest allies against the potential "color" revolution or regime change that countries like Cambodia are still afraid of which is why despite it's huge trepidations it still allows U.S. blatant violation of another country's sovereign rights as it has done and will continue to do so in ASEAN countries for as long as China keeps it's moralistic but somewhat counter productive mantra of "non-interference" policy. It should be calibrated that the non-interference policy will always be observed, honored so long as no f..ng monkey business will be made against China's ally countries, especially the ones close to it's corridor. Doing so would allow countries like Cambodia and others to do business with whom it damn well pleases without the fear of being murdered and replaced by local minnows that will sell out their own families just to be seen friends with the Anglo-Saxon countries.
