They should speed up the redevelopment of older areas with higher density.
Compulsory sale for redevelopment requires the government or the developers to acquire at least 80% of a building before developers can force a compulsory auction to buy the remaining stake in a building. It is a time consuming process and not always profitable. Doubtful the HK government could get much new housing units from such method.

1. Rezoning parks and recreation area for residential buildings which would quickly add hundreds of thousands of housing units. Hong Kong has ample of parks and recreation area that are protected by environmental laws. Downside is the Hong Kong government needs to fight the environmental groups and other interests and need to go through courts.

2. Land reclamation in Kowloon. Much cheaper and easier than Tomorrow Lantau and could get new housing units in 5-7 years. Downside is the Hong Kong government needs to fight the environmental groups and other interests and need to go through courts.

3. Rezoning farmland. Downside the HK government would need to overcompensate those tycoons.

4. Tomorrow Lantau. Downside is time consuming. Lot of risks but great rewards.

Apparently one of the ideas floated in a closed door meeting was creating a “certainly-not-concentration” camp on St. Helena island... I suppose if it was good enough for the one time Emperor of France...

Why do I read her name as Pretty Patel? Not that I think of her that way, my view of Indian girls is similar to ahem manqiangrexue ;) He was right when he said Korean girls in Seoul are especially sexy.

10 members of special committee to vest candidates before elections. HK legislature is to expand to 90 members from 70 members. 40 members appointed by the special committee, 30 indirect elected members, and 20 directed elected members.

I don't think this a good reform to be honest. Not terribly democratic, though I hope it's only temporary with the aim of resolving main issues first (like inequality).

They're not reforming for democracy - so called "democracy" or a high level of autonomy (rather than complete autonomy, as stipulated in the Basic Law) has led to Hong Kong falling behind from the progress of the Greater Bay Area, and more problematically has created an open playground for the US/CIA to wreck havoc and turmoil. Every Chief Executive and his/her administration has been a lame duck since the handover - nothing was accomplished, and that's why Hong Kong has all sorts of issues from inequality to sky-high property prices. Alas the issue the NPC and the CPPCC seeks to address with these reforms is poor governance and the inability of the Hong Kong Government to govern effectively. The root of the problem (or the solution for that fact) isn't a lack of democracy, it is a lack of effective governance. For once the Hong Kong Government is empowered to pass legislation required to solve problems without hinderance from outside powers.

As Socrates says, democracy isn't a birthright but rather a skill and a privilege. Politicians are masters at telling people what they want to hear in order to be elected, and so pure democracy leads to demagoguery... That's how Bush Jr (really had no right to be President, but rode in on Cheney and his daddy's legacy), Obama (nice guy, terrible politician) and Trump (well we all know what he is lol) got elected. A democracy is only as good as the education of the people so that they have the skill and insight to see through all the sweet-talk and elect politicians that can actually govern and make a difference. Having been brought up in Hong Kong myself, I believe I am in a position to say that the people of Hong Kong (especially my generation that was born in the 90s) are not educated enough to effectively exercise the privilege of democracy. The framework the NPC and CPPCC provides through the National Security Law as well as a revamping of the education system to promote civic education provides the people of Hong Kong a pathway to gain the required insight and knowledge needed to effectively exercise democracy down the road.
