Yes......i think Russia China Cooperation on EUVL Development will eventually happen in the future.
Russia has done alot of research into EUVL Light Sources since 2010 and alot of their research results was adopted by ASML.
They are proposing a Next Generation Light Source based on Xenon Gas.
I believe there is already some cooperation between Chinese and Russian Academy of Sciences on Future Light Sources.
Russia has a road map to produce 5nm Chips. To this end they need a EUVL.
Russia has no choice but to either acquire a EUVL from China or develop a EUVL with China.

FYI , I already sent out invitation to various Russian government branch to look into this. China already has a working prototype since 2017.
