ABL was supposed to be used against North Korea and possibly Iran.
So yes it was never meant against the other major powers.

Rumour is that this test is quite revolutionary because the target vehicle was a manoeuvrable warhead undergoing active avoidance manoeuvre and it was still successfully hit by the KKV. The KKV booster's zigzag exhaust trail visible in some of the videos is apparently evidence of this.

If those rumours are true, would this be the very first successful interception of a MaRV in history? At least in publicised/declassified events.

I don't recall SM-3 or THAAD or even PAC3 conduct tests against MaRVs out of the publicly disclosed interception tests that have been done with those platforms. Cold War era Nike programs performed interception against ballistic targets and the way some of those publications are written, they sound like extremely favorable control environments for the vintage and modern tests.

Zig Zagging motion almost definitely means target was maneuvering for the interceptor to have to update interception points so dramatically and pull those turns. Some political statements are being sent. Maybe the CCP is concerned about Biden pursuing some militaristic adventurism in Asia like Obama wanted to build the foundations for.

This tells me that US leaders have seriously mooted the idea of nuking China as a viable option in retaining hegemony. They are going Heinlein 'violence is the ultimate authority' and considered the retaliatory strike of ~300 nukes and worldwide condemnation is worth it if they can prevent China surpassing them.

US leaders need to be made to understand and digest the fact that going down such a route invites the possibility of genetically poisoning themselves and their descendants from strontium and cobalt clad thermonuclear weapons.

If I remember correctly this is the forth time in the history of the PRC that US has threatened to use nuclear weapons against China. It's hardly a surprise. I strongly suspect the ABM test is a direct response to this kind of noise.

Perhaps the message is something like "Did you foresee that coming? No? Then how are you so sure I only have 300 warheads?"
