Depends on China determination, at this moment is about 10-20 warheads per year
If China sees the needs to rapidly ramps up production it can do so with relative ease. Its half a century old tech after all
Gee they complain of Chinese astroturfers and bots but seems like its Westerners instead.
If I was a school teacher, I would give this report a D.
I would give it an E for failure, but just give it a D.
The problem is obvious. It is not a report about the future, it is a report about the present.
Everything action item listed in the report are actual policies of today for the United States, such as ordering countries to ban Huawei.
Are the current policies working today, and will they work tomorrow? The report does not really go there.

Sophistry should not receive good marks.
There are so many people who want to be George Kennan the 2nd these days, this one mimics both the title of the report ("The long telegram") and the anonymity (the "X" pseudonym). The only problem is that the contents and recommendations are far-off.
It sounds like a shameless promotional tactics.

Guys. Did you not read that this is a landmark from the elite western think tank. But just ignore the part that the author is unknown to lend credibility or incredibility.
It could even be the incredibly famous Ron Vara.
Kennan was no fucking good either, he didn't get anything right, was a pariah in the state department. lots people predicted the collapse of the Soviet Union, including Hitler. it was destroyed by Gorbachev and Yeltsin.
