Does the fact that it received a pennant number means it has been commissioned ?

"Recently, some netizens photographed that the 055 missile destroyer in Hainan has been painted with the number 105, if there is no accident this is the 055's third ship, which will belong to the 9th detachment of the naval destroyer in the Southern Theater. In addition, if there is no accident, the 055 No.2 ship 102 has also been commissioned recently and will belong to the northern war zone navy."

The article also wrote Chinese authority kept the names of 055s secret strictly. Only the name of first ship Nanchang(南昌) was officially announced.

Traditionally yes, but I don't know if there has been any change in this system. They already made a big change in the way they conduct trials, which is now conducted in two parts, the shipyard set of trials with the ship still based with the shipyard, followed by trials conducted by the PLAN which the ship now based on the naval base it is destined to be assigned. So now I can't be sure if assignment of pennant is now a sign of official commissioning. Another problem is that ship commissioning ceremonies are now so low key that the media would fail to pick them up.

Shouldn't 105 belong to the 1st Des Squadron?
If it was going to the South fleet, shouldn't it start with 17x for the 9th Squadron or a new 18x or 19x for a new squadron of large destroyers?
Or has PLAN thrown the book away on their Pennant system for the 055s?

The pennant system for the "big destroyer" appears to have changed and is different from the regular destroyer. 105 Dalian isn't the fifth 055, its the first 055 from Dalian and the third overall, following 101 Nanchang and 102 Lhasa. For some reason, 101 to 104 are Jiangnan ships, and 105 to 108 are Dalian ships. Makes you wonder how they will number the next eight. 112, 113, 115 and 116 are currently occupied, namely the two 052 and two 051C. You have to retire these.

The pennant system for the "big destroyer" appears to have changed and is different from the regular destroyer. 105 Dalian isn't the fifth 055, its the first 055 from Dalian and the third overall, following 101 Nanchang and 102 Lhasa. For some reason, 101 to 104 are Jiangnan ships, and 105 to 108 are Dalian ships. Makes you wonder how they will number the next eight. 112, 113, 115 and 116 are currently occupied, namely the two 052 and two 051C. You have to retire these.

Another potential theory I have is that 101-104 are for all Qingdao ships, while 105 to 108 are all Hainan ships. This will depend on the next relevant sighting, where 102 Lhasa is going to be sighted exactly.

The way they depart from the pennant convention behind the Type 051X and 052X classes point they view 055 as a new type of surface combatant.
