Russia sells S-400 systems to China

Hopefully we see a domestic version soon, either reverse engineered or self made. Though the S400 are great, Russia is a declining military power and will likely lose its competitiveness in the coming decades.
The HQ series is not good enough?
It is said that the 400 km HQ-9C is under development. I'm not sure if it has been deployed yet though.

I doubt Russia being a declining power. It might be on the ascendency again. For a smaller population half the US, it produces almost as much STEM graduates as the US and has many of the best coders in the world.

Of course China will eventually seek out its own self sufficiency, producing the HQ-9C and successors to the HQ-9, and isn't going to rely on the S-400. I tend to see the S-400 purchases to be political, like the Su-35 purchases, as a way of China cementing its relations with Russia and helping to bolster Russia's defense industry. With China and Russia having currency exchange, more weapon imports can happen. However, the best way to compare this is like how China carves up its telecom demand, such as giving the majority of contracts to Huawei and ZTE then eke out slivers of the pie to Ericsson and Nokia. So that's how I think will happen, with China's own producers taking the bulk of the SAM market in China, but China will still give out a slice for the S-400. Its the same deal with the Su-35.

Seriously, Hackerrank's ranking is a horrible measure of how good developers in a country are. Treat those rankings as garbage. They are essentially based off of on average, how many problems on Hackerrank do developers from various countries solve. Their coding challenges are stupidly boring and easy, and is a horrible measure of how good someone is as a developer.

EDIT: Not denying that Russia and China both produce a lot of good developers. Israel also produces a lot of top-tier developers, particularly in the cybersecurity field, and they are absent entirely from the rankings. Eastern Europe is a powerhouse when it comes to producing great developers. India does produce a large number of good developers too, but on average their developers are not that good. However, with the exception of China and perhaps to a lesser extent Israel, the majority of the best developers from those countries are working in the US for companies like Google, Amazon, and Facebook.

Treat those rankings as garbage.

The above chart do gives us a grasp of the general capabilities of those countries, and usually do not include niche specialties.
Contrary to what you think as garbage, successful participants of Coding Competitions do productive work.

You remind me of the Indians who rubbished the PISA tests because India ranked 2nd from the bottom.

He's only saying hackerranks is not everything. It's probably quite revealing like IQ may be but it's far from a comprehensive measure of coding capability. There are literally hundreds of other factors, many just as revealing and important when it comes to translating competition skills into real world applications. Of course China does well here too.

Hackerranks or other Coding Competitions is not everything.
Just like a recognized University degree is not everything but an acknowledgement of a certain widely accepted level of competence in their related field of study.

Many of these competitions use REAL WORLD problems as the basis for the competition.
Earning cash for the solutions to these software problems.

After earning $200,000-plus from TopCoder since then, he now has enough cash to buy plenty more computers.

President Robert Hughes says he's impressed by the quality of software engineers in China, which is home to more than 40% of the programmers taking part in TopCoder competitions. Overall, China ranks third in TopCoder's software challenges, well ahead of rival India.
Chinese programmers "have been innovative, thinking creatively in solving the problems we put out there," he says.

ICPC Alumni are developers, software engineers, senior software engineers, leads, chiefs, CTOs, CEOs, founders, and co-founders. They are also professors, researchers, and in public service. A good number are in venture capital, helping others start companies.

The best coders are needed for aircraft fly-by-wire software and good control of drones.

Well, if you trash a ranking, at least proposed an alternative or a solution. Don't just bash it, then give no alternative or proposed solution, or worse, just given an opinion. That's not constructive at all.
