Probably a new build as there are two new antennas (which change the plane's aerodynamics).


Sorry, but why shall two small antennas change the "plane's aerodynamics" so much when nearly each and every Y-8/9-EW variant has a different fin cap and sensor fit? IMO they won't change the plane's aerodynamics in any dramatic way, at least not more than any other larger external array.

Though the change in aerodynamics is not huge, some adjustments are still needed. For example, there are new blade antennas under the aft fuselage, which function as small ventral fins to increase stability. Such arrangements require some structural redesigns, which make retrofitting less cost-efficient than building a new airframe.
